Navigating the Tax Year in Pakistan: What You Need to Know

In Pakistan, a tax year is a 12-month accounting period used for income tax purposes. The standard or “normal” tax year begins on July 1 of the current year and ends on June 30 of the following year. It is referred to by the calendar year in which it concludes.

Recently, the Federal Board of Revenue (FBR) provided clarification on how the tax year functions under the Income Tax Ordinance, 2001, updated as of June 30, 2024. This helps taxpayers better understand how the tax year is structured and applied.

Normal vs. Special Tax Year

  • Normal Tax Year: This is the default option for most taxpayers, spanning from July 1 to June 30.
  • Special Tax Year: Certain individuals or entities with different financial cycles may opt for a special tax year, which also covers 12 months but follows a timeline suited to their operations. Like the normal tax year, it’s named after the year in which it ends.

Choosing Your Tax Year

The FBR allows taxpayers the flexibility to choose a special tax year, provided they present a valid justification. This requires an application to the Commissioner of Income Tax, who will review the case and make a decision. Taxpayers already using a special tax year can also apply to revert to the normal cycle, again subject to the Commissioner’s approval.

Transitional Tax Year

When switching from a normal tax year to a special one or vice versa a transitional tax year is introduced to cover the gap between the two cycles, ensuring continuity and accuracy in tax reporting.

Special Circumstances

In some cases, the FBR may permit certain groups to follow a different tax year schedule through an official notification published in the Gazette, based on their unique circumstances.

Appeals and Review Process

If a taxpayer is dissatisfied with the Commissioner’s decision regarding their tax year selection, they have the right to appeal to the FBR. The Board’s ruling on such matters is final.
